It is an apparatus used for measuring relative humidity ( HR). i.e. the quantity of steam in the air.
We can measure also with some hygrometers the temperature (called Thermo-hygrometer).
The apparatus is composed of a casing and a probe.
The ''POINT oF ROSEE'' is the temperature at which the air must be cooled for obtaining the condensation( saturation).
The'' point of rosée'' depends of the concentration of the steam and of the relative humidity. Only some hygrometers give the relative humidity.
